Question: when brakes are applied the engine increases rpms

brakes are soft and engine rpms increase, what to do?

Vacuum brake booster has a leak in the diaghram. Using the brake causes the diaghram to flex and air to enter the vacuum system through a leak diluting the air to fuel mixture causing an increase in engine speed.

Fix: Probably replace the booster and get your brakes serviced. The soft pedal may just be a loss of the "power" function of the power brake mechanism.
