Question: VOLTAGE FLUCTUATION?

The lamps all seem to pulsate somewhat during idle. it is not as visible when engine speed is increased - often this eliminates it. Kind of as if the voltage or whatever is going up and down - lamps go to full brightness and then down to half or so and then back to full very rapidly perhaps 6 or 8 times per second. This is most visible with the interior lamps, but the outside lights are slightly noticeable, too. It was suggested that the voltage regulator was bad, but this happens even after the alternator was changed. What else could be going bad?
