Question: software update

My dealer wants to charge me 95.00 for each system that needs software update for PCM and HVAC. Is this normal to charge, I just had my car in the dealer and they failed to tell me I needed the update until I noticed they put declined under the software update. i didn't even know, they said it isn't required to update. Should I update and should they change?
