Question: Reduced Engine Power

06 Ion enters reduced engine power, readout says "trac off". This is the third time it's happened. So far I've cleaned the throttle body and replaced a rotted vacuum hose. Codes cannot be read, it keeps saying "1 code" but then shows "error" whenever someone tries to access the code. What am I missing?
