Question: no sound at startup new batt and starter

just today i put a new battery and a re manufactured starter in the ford. dash lights up, radio works, blinkers and automatic doors work, and as soon as i turn the key to start all dash lights shut off then come back on after bringing the key back. the starter is not even making a clicking sound. i tried putting it in neutral still no luck. also fuel pump is firing up and it has fuel. before the van died in the parking lot it kept cutting off when you would completely turn the wheel to the left or right. on my third belt this month. needs new pulley tensioner but still holds tension, just weak enough to not have to use the tool to apply a new belt. fuses all seem to be okay, i am stumped maybe
