Question: Anybody having trouble with proportioning valve?

Rear drum brakes work very little. They are assembled correctly and adjustors work. In good condition. Seems to be a problem w/ the hydraulic pressure. My understanding is that all the proportioning, isolation and dump valve functions are integral to the ALDL? hydraulic valve body/electronic control unit. (Kelsey-Hayes).This is of course mounted to the fender well and supplied by the masterly. Truck is equipped w/ a booster.
I have been told this unit is not serviceable and further, that parts are no longer available. I need to isolate the problem before throwing parts at it. Unfortunately, I do not possess a scan tool. Any ideas?
