Question: 2008 Kia Spectra won't start
the engine cranks but does not turn over. if it matters, it is 25 degrees outside.

I had same issue with my spectra. Went to 3 mechanics who wanted to « try changing this and see if it helps « ... finally a guy walking by as I was trying to start once again suggested I pour a can of sea foam in gas tank (full tank of gas).
Cost about $10 and starts right away now after using that treated fuel.
