Question: 1991 Saab 9000 driver's door wont unlock
cannot open from outside or inside. Latch will not release

You probably need a new interior latch, which you can find online from a used parts source like car-part.com.
It's also possible that the latch bar inside the door panel has simply become disconnected. Not hard to fix, but you'd need to take the door panel off.
