Question: If I am going to install lowering springs...

do I need to do shocks at the same time?

Absolutely - both because the labor is largely duplicative, but also because lowering springs tend to benefit more from performance shocks that are valved with more compression and rebound dampening to handle the stiffer spring rates. With the stock shocks, you can expect diminished service life after installing lowering springs, and you'll eventually end up paying double the labor you otherwise would have.

On a '83 SC? It uses torsion bars from and back stock (unless you upgraded to coil over). You just need to re-index the bars, and while you are at it replace the bushings.
